"Defining Success in Locally Led Development: Perspectives from Members' Partners" (2026)
Commissioned by Dóchas and researched by the Vashi Impact Group, the report draws on qualitative research with 28 local civil society organisations, community-based organisations and women-led groups partnering with 8 Dóchas members across Ethiopia, Kenya, and Uganda. It explores how local partners define, experience, and measure progress towards locally led development (LLD). Themes discussed include power dynamics and decision-making, financing and resource mobilisation, capacity strengthening, risk-sharing, and community accountability. It also includes a proposed menu of metrics and an LLD Maturity Framework to help promote change and track progress over time. Read in the digital reader below or download the PDF here.
