We have launched a new vision for foreign policy in Ireland, arguing the country can demonstrate what it looks like to lead through cooperation, rather than dominance and defence. Ireland can contribute to global peace and security in a way that encompasses its values.
Amid intensifying geopolitical competition where transactional partnerships are displacing long-term alliances, institutions are being dismantled, and unpredictability has become a defining feature, Ireland must plan for a new era of influence.
The new vision sets out a vision for Ireland as a model power, a country that: leads through its values; strengthens international cooperation at a time of fragmentation; and uses its influence to build a fairer, more resilient world.
As a militarily neutral country that has experienced conflict, oppression, and hunger – as well as economic progress, entrepreneurship, and connectivity – Ireland has a unique perspective. It must play to its strengths by leaning into our global reputation and domestic public support for international development, and strengthening our place in a world with few honest brokers.
Ireland’s commitment to diplomacy, Official Development Assistance (ODA), and the promotion of a peaceful resolution of conflicts and respect for international law has increased its international standing and contributed to Ireland’s soft power on the world stage. Ireland’s ability to convene and coalesce the willing has been a diplomatic success story. It has given the country access, legitimacy, and credibility.
