At a time when international aid is being rapidly reframed through geopolitical, economic, and security lenses, Irish development and humanitarian organisations are increasingly concerned about the future of principled external action. Across the globe, conflicts are increasingly complex, and humanitarian and development needs consistently exceed available resources. As the negotiations on the next Multiannual Financial Framework and the Global Europe Instrument progress, the European Union (EU) faces an important test of its core values.
Ireland’s Presidency of the Council of the EU must be anchored in its globally-recognised humanitarian leadership. Ireland must remain steadfast in championing the EU’s founding values and core commitment to poverty eradication, peacebuilding, and principled external action. Our paper sets out key recommendations to ensure European external action remains values-based, accountable, and effective in the world’s most vulnerable settings.
During its EU Presidency, Ireland is uniquely positioned to build consensus among Member States and ensure fragile and conflict-affected states are kept front and centre in the European external action agenda and budget. Our paper provides practical, evidence-based insights to support such ambition.
