1. Background
Dóchas connects, strengthens and represents a network of international development and humanitarian organisations who have a shared vision of a just, sustainable and equal world. Dóchas unites 56 organisations, ranging from small specialist charities to large international NGOs with a worldwide presence. Our members are committed to human rights, justice and the eradication of poverty, and demonstrate this through their work in international development, healthcare, protection, humanitarian assistance, sustainability, education and inclusion. Dóchas members value collaboration and believe that through working together, we can achieve our collective goals. There is a willingness among members to collaborate more systematically, share capabilities and engage in a network where we can learn and act together.
2. Purpose
An Irish general election is due to be called in late 2024 or early 2025. In preparation for cross-party political engagement during this period, Dóchas aims to publish a series of electoral snapshots to illustrate the level of public support, interest and trust in aid and development NGOs across the country.
The Dóchas Electorate Snapshots will be a critical advocacy tool for Dóchas and its members when meeting with political stakeholders. The purpose is to collect, analyse, and present data on the level of electorate-by-county support for aid and humanitarian and development NGOs in Ireland. More specifically, the Electorate Snapshots will be used to demonstrate to political and media stakeholders:
- The level of concrete support for Dóchas members by the Irish public;
- The level of community support for aid and development more broadly; and
- The presence of an engaged and significant electoral constituency that cares about aid and development.
3. Scope
For every county in Ireland, collect, analyse, and present data on:
- Number of individual financial supporters
- Number of corporate and school supporters
- Number of church and community group supporters
- Number of local and returned overseas volunteers
For Ireland, collect, analyse and present data on:
- Total number of individual financial supporters
- Total amount of money donated by individual supporters
- Total amount of money donated by All supporters
4. Outline of work
Preparation
- Review, refine, and rework Draft Electoral Snapshots Survey Template.
- Identify most appropriate tool or method for data collection
Implementation
- Survey delivery: Distribute survey to Dóchas members and invite participation, outline
objective and how the data will be used. - Follow up with Dóchas members regarding survey completion
- Review Data Viability: After receiving the data from members, check to ensure the data is workable.
Data Finalisation
- Aggregate, process and merge the data received
- Design & develop template with support of graphic designer (for online & printing)
- Develop a sample of the finalised snapshots for review.
- Arrange for the final production of electorate snapshots.
5. Deliverables
The deliverables for the 2024 Electorate Snapshots include:
- Develop a survey template to send to members to collect data.
- A verified data set.
- 26 individual snapshots covering every county in Republic of Ireland
- Snapshots covering each electoral constituency (where possible).
6. Skills & Experience
- Demonstrable experience of data collection, management, analysis and the development of reports
- Project Management experience
- An understanding of the charity sector in Ireland.
7. Methodology, Contract and Timing
It is envisaged that this piece of work should take approximately 6-8 days over July and August.
Deliverables are due by the 23rd August 2024.
8. Confidentiality and Data Protection
A normal duty of confidentiality is expected in relation to Dóchas business, both during and after this consultancy. All documents (e.g. records, reports, plans, policies, papers, files) relating to work carried out in the course of this consultancy with Dóchas will remain the property of Dóchas at all times. The consultant will not retain copies of such records. The consultant will not at any time either during the period covered by this contract or after its termination make use of or communicate to any unauthorised person/body any confidential information about Dóchas which may have obtained during the course of this consultancy.
